CWYC networks with other non-profit agencies to provide community mobilization and substance abuse prevention services in Island County. CWYC also collaborates with the Town of Coupeville and the Coupeville School District to bring additional programs and services to Coupeville schools. We receive financial support from state and local grants; United Way of Island County; community organizations , such as the Coupeville Lions Club; and from community members from all walks of life. Contributions of time, money, service, supplies and food for the teens are always welcome!
History and Goals
The Coupeville Substance Abuse Coalition first met in 1988 over concern about drug & alcohol use by young people. Over time the name changed to Central Whidbey Youth Coalition. CWYC has been a vital source of public education and youth activities, guided by four long term goals:
- CWYC focuses awareness on youth issues.
- CWYC serves as a communication, education and coordination agency for youth issues.
- CWYC networks and cooperates with community and governmental agencies to provide Support services for youth.
- CWYC develops and/or supports youth programs that are safe, supervised, and drug & alcohol free; hosted in a pleasant and supportive atmosphere; provide opportunities for youth to participate in planning; and have positive expectations for youth.
Sailing Trip
Central Whidbey Youth Coalition coordinates a three-day sailing trip each spring aboard the ketch Cutty Sark, owned and operated by Captain John Stone who voluntarily plans this trip and teaches the youth sailing skills and nautical lore.
Drug Free Graduation
CWYC works closely with the senior class and senior parents assisting with the organization of the graduating class' annual drug free graduation.

Drug-Free Communities Support Program
CWYC has received a Drug-Free Communities grant from the President’s Office of National Drug Control Policy and the Office of Juvenile Justice and Delinquency Prevention. This five year grant will allow our community to move toward two
achievable goals:
- Reducing substance abuse among youth while promoting healthy child development.
- Strengthening effective community based substance abuse prevention collaborations.
To reach the first goal, money from the grant will be spent to enhance three existing programs: The Coupeville School District Learning Partner Program; the Late Nite Central Program; the Coupeville Boys' & Girls' Club.
To reach the second goal the Coalition will mobilize the community around a special project called the Healthy Communities / Healthy Youth Initiative. We call it “Put the You in Youth!
